Governmental Expert Supervision Authority

The GESA is the MoD authority for governmental expert inspection over the general safety and health protection in military active service, safety in the use of military material, technical equipment and work safety. In accordance with respective Czech laws, it is the highest authority within the defence department for:

  • Inspection of energy use;

  • Supervisory and administrative support in territorial planning and rules for construction;

  • Fire protection and governmental fire inspection at military facilities;

  • Review and development of drafts of legal standards, directives and internal regulationsin this area.

In its activities, it cooperates especially with ministries and other governmental authorities and agencies as well as with similar agencies or bodies of NATO member countries and of other states.

MoD Energy Inspection

The GESA exercises technical expert authority over the observance of the energy law and economical use of energy within military facilities, other facilities signigicant to the defence of the country, and at facilities of legal entities founded or established by the Ministry of Defence according to Czech laws No. 458/2000 Coll., and No. 406/2000 Coll.

Governmental Expert Supervision over Work Safety
and Secure Technical Equipment

The GESA conducts activities aimed at supporting work safety, securing technical equipment, and observing prescribed work conditions in accordance with Czech laws No. 219/1999 Coll., No. 220/1999 Coll., and No. 221/1999 Coll.

The prescribed technical equipment is determined by MoD notice No. 273/1999. They include electrical, gas, pressure, and lifting devices, equipment and systems, as well as equipment classified as miscellaneous and protective.

Military Construction Offices

Under the guidance of the GESA, the Military Construction Offices:

  • Execute full governmental jurisdiction according to Czech Law No. 183/2006 Coll., referred to as the Construction Law;
  • Permit reconstructions of older buildings and construction of new military buildings;

  • Review changes in the use of military buildings;

  • Make decisions regarding the demolition of buildings and constructions;

  • Execute governmental construction inspection;

  • Supervise the performance of civilian contractors;

  • Assess penalty files in cases of infringement of the Construction Law;

  • Manage the performance of territorial planning at military regions.

Military Fire-Control Inspection

As a body under GESA command, the Military Fire-Control Inspection:

  • Executes the stipulations of Czech Law No. 133/1985 Coll., regarding the fire protection;

  • Reviews the terms for fire safety in construction planning;

  • Reviews products from the aspect of fire safety;

  • Reviews functionality of specific fire equipment systems;

  • Approves appreciation of fire danger in activities with extreme fire danger;

  • Investigates causes of the outbreak of fire;

  • Checks the readiness and the fire-fighting power of military fire protection troops;

  • Imposes measures for the elimination of fire safety faults and executes follow-up verification checks.
